Trust Governance

Members

Prime7 has Members who ensure that the constitution of the Trust is effective in fulfilling its charitable aims and objectives. They will change the Articles of Association if necessary to meet the aims and objectives. The Members oversee the appointment and approval of Trustees.

Members Biographies 

Paul Cavanagh

Paul is a graduate of the University of London with a degree in Mathematics and Statistics.  His career background is multinational IT service delivery and large-scale complex programme management. Since 2009, Paul has provided consultancy via his own business. Paul is very keen on both the educational and social development of children in the community, and has managed his local Cub Pack for the last 13 years. Paul is also involved in the governance of his local parish.

Carolyn Hay

Carolyn is an occupational therapist and currently Head of Education at the Royal College of Occupational Therapists, following 15 years in higher education. She lives locally and first became involved with Middleton Cheney Primary Academy when her son joined the school, serving as Chair of Governors from 2017. Carolyn went on to become a Director of PRIME7 Multi-Academy Trust in 2018 and has continued as a member since 2020. She brings extensive experience in education leadership and a strong commitment to supporting schools and communities to thrive.  

Nicola Bellamy

Nicola has a big belief in community and has been involved in a number of community led projects such as applying for and succeeding in a grant award for £95,000 to fund a new play area from HS2 and South Northants District Council.  Along with support from Sure Start set up and ran Parent and Toddler group for young children in the community.  Nicky organised a number of charity events within the community to raise money for local charities or national charities that support members of the community. She has been a primary school governor since 2012 and went on to be Chair of Governors. Nicola was also been a Director of Prime7 from 2015 to August 2024.

Nicola is part of Thames Valley Police and has responsibility for resource planning and forecasting demand. In her role she analyses response times and plans the staffing required to service both pre-planned and reactive operational need as well as managing staff absence and utilising resources accordingly.  Nicola is also responsible for the training delivery and force planning  and is the forecasting and scheduling manager for JAAM restaurants.

Throughout her career she managed a team of people including the oversight of event planning. She has had responsibility for the appraisal process for her teams to optimise performance. Nicola has also spent time in the pursuit management.

Helen Milligan

Helen has been in education for 18 years and is a serving Executive Headteacher in Birmingham with a proven track record of rapid school improvement.  Within her role, she works with a large multi academy trust of 14 schools (over 6000 pupils) and leads two primary schools strategically with combined numbers of over 500 pupils. Helen is extremely passionate about securing high quality education for all, particularly those with additional needs, and leads a resource base for pupils with ASD at one of the schools she serves.  Helen has significant experience in governance and is a local governor at a large secondary school in Solihull. 

Helen holds the National Professional Qualification for Executive Leaders and a Level 7 Apprenticeship in Executive Leadership, both gained in 2024. These skills and qualifications enable Helen to support the Multi Academy Trust that she works for by being a key player in the Estates Strategy Team and Communications and Marketing Team in addition to her Executive Headteacher role. Additionally, Helen works collaboratively with the Birmingham Local Authority and is currently part of the co-production team shaping the school improvement strategy for the city.

Outside of education, Helen is a supportive wife and mother of three children who are all currently in various phases of education and enjoys family time, reading and music.

The Trust Board

The Trust Board has the corporate management and responsibility for the actions of the company. This is vested in the Trustees of the Academy Trust (together, referred to as "the Trust Board"), who are company directors registered with Companies House. The Trustees are responsible for the actions of the Academy Trust and the Academies and are accountable to the Members, to the Secretary of State for Education and to the wider community for the quality of the education received by all pupils of the Academies and for the expenditure of public money. The Trustees are required, in accordance with the Funding Agreements, to have systems in place through which they can assure themselves of the quality, safety and good practice of the affairs of the Academy Trust.

The role of the Trust Board includes:
  • Setting the vision, ethos and strategy for the Academy Trust and its academies over the next three years;
  • Ensuring that risk is reported appropriately and scrutinised effectively;
  • Establishing the governance structures for the Academy Trust, from Trust Board to Academy level, in keeping with the Articles of Association;
  • Providing clarity, through the published Scheme of Delegation of the level at which the governance functions are exercised
  • Overview and scrutiny of the Academy Trust’s financial capability and management systems to ensure compliance with the Academy Trusts Handbook, and deliver best value for money;
  • Ensuring senior leaders within Academies are challenged to improve the education of pupils;
  • Holding the CEO to account for standards and outcomes;
  • Developing the Trust Board to ensure that it has the capacity, skills and succession plans to have a positive impact on outcomes for pupils.

The Trust Board also sets Trust-wide policy. The Board will carry out a regular skills audit of its Trustees. Where key skills are missing on the Board, expertise will be procured to support the challenge and scrutiny of specialist areas such as Finance, HR or educational performance.

Finance, Risk and Audit Committee

Trust Board Sub-Committee will provide the overview and high-level scrutiny of the prioritised risks. The terms of reference for each board ensure that scrutiny and challenge provided by the Trust Board Sub-Committees.

In addition, the Pay Committee is a sub-committee of the Trust Board and they review staff pay on an annual basis.

Trustees Biographies

Lynsey Hedley

Lynsey has worked in education since 1998, progressing through nearly every leadership role in primary schools. Her extensive experience includes serving as an English Leader and KS2 Leader, as well as holding senior positions as an Assistant Headteacher, Deputy Headteacher, Associate Headteacher, and ultimately, a Headteacher of two schools. She holds the Headship Qualification.

Currently, Lynsey is the Principal of a successful large, three-form entry school (655 pupils) in Burton upon Trent, which is part of one of the largest academy trusts in the country. She has also led a school renowned for its inclusive approach, with large resource bases that support children with Speech and Language needs and Autistic Spectrum Condition (ASC).

With a deep passion and proven track record in school improvement, Lynsey is committed to creating excellent inclusive educational environments. She has also served as a governor for a variety of primary schools and a nursery, further demonstrating her dedication to the wider educational community.

Outside of education, Lynsey relishes time with her family. She also has a love of reading, crafts and Musical theatre.

 

Andrew Jeffrey

Vice Chair & Chair of Finance, Risk & Audit Committee

Andrew is currently the Chief Finance Officer of a Multi Academy Trust in Oxfordshire and is responsible for the financial monitoring, planning and strategy of that Trust. Previous to this he was a CFO at a smaller Oxfordshire MAT having come from his role as an audit Manager in the ‘Not for Profit’ team at Cooper Parry which has a significant Not for Profit and Academy presence in the Midlands. Andrew joined Cooper Parry in August 2019 when the Education team at Whitley Stimpson Limited transferred their Academy and Not for profit portfolio to facilitate the team’s growth and knowledge base. He has multiple years’ experience with audit and accounting.

Andrew specialises in the education and charity sector and has worked with, and advised, a diverse range of educational organisations, including Academies, Free Schools, Independent Schools, Further Education colleges, Catholic Education offices and systemic schools as well as a wide range of local, regional and national charities. Andrew’s role in particular within the education team has been to work closely with Academy Trusts, not only through the audit and production of year end accounts, but also providing financial advice and support to schools and assisting them in undertaking and completing the relevant reporting requirements of the ESFA.

He is also a Trustee of another School Multi Academy Trust with 11 Schools across Buckinghamshire.

Richard Maxwell

Richard (Rich), a devoted family man and esteemed professional, calling the quaint village of Water Orton home, just a stone's throw away from bustling Birmingham. Married to Emma and blessed with two daughters, Ruby and Nancy, Richard finds fulfilment in both his personal and professional life. With over two decades at Lloyds Banking Group, Richard excels as a Relationship Growth Manager, within the bank's Customer Engagement team looking at initiatives to help shape the strategy for the retail banking part of the bank. Venturing into uncharted territory, Richard embarks on a new role as a Trustee for Prime 7 Multi-Academy Trust, bringing his strategic prowess and dedication to educational governance. Beyond his corporate and trustee responsibilities, Richard finds solace in running and cherishing moments with loved ones, embodying the essence of work-life balance.

David Shakeshaft

Other than a part-time job in a second-hand bookshop as a student, David has worked exclusively in primary education since 1995. During his career, David has worked in five local authorities, three multi-academy trusts, and (substantively) at ten different schools.

David’s primary school teaching roles included responsibilities for leading English and mathematics. In 2004 David was certified as an Advanced Skills Teacher and supported secondary schools in Solihull with their early KS3 provision and transition between primary and secondary settings. Shortly after, in 2006, David gained the National Professional Qualification for Headteachers whilst serving as a Deputy Headteacher in Solihull.

David has led primary schools as Headteacher, Principal, and latterly Executive Headteacher. He currently works in a primary-only multi-academy trust in Staffordshire.

David’s interests outside the immediate sphere of education include writing, photography, and the outdoors.

Peter Brystow

Pete is currently the HR Case Manager at the University of Cambridge, responsible for navigating complex HR challenges, providing strategic and operational support across the institution. Following the completion of a degree in law and a master's degree in Human Resource Management, Pete brings a wealth of experience in people management and employee relations.

Prior to joining the University, Pete served as Lead People Partner at a specialist education HR provider, where he played a pivotal role in coaching and advising senior leaders at over 100 schools/trusts, shaping HR strategies, and delivering solutions that empowered education professionals.

Beyond his HR career, Pete has a deep rooted passion for swimming. A former professional swimming coach for over a decade, he has trained athletes at various levels and continues to compete in the sport himself. The dual commitment to professional athleticism reflects his dedication to discipline, performance and continuous improvement. 

Sarah Bailey

Sarah is an experienced Education and Local Authority leader who has spent the last  20 years working across all settings and age ranges. Former Primary Head, Virtual School Headteacher for children in care and with Social Workers and now Inclusion/SEND consultant and trainer - leading on national Oliver McGowan training in Autism and Learning Disability. Originally trained to teach Secondary English, Dance and Drama – she still loves creative writing and the theatre.

Sarah's particular passions are championing the needs of the most vulnerable and supporting schools to do their very best, inclusive work. She brings particular knowledge of Safeguarding and SEND in school and social care systems as well as general leadership experience. She was also late diagnosed as Autistic and ADHD and spends her spare time in advocacy and parent support. 

When not working she is blessed to be a wife and mother to 2 wonderful primary age children and a rescue dog. If she ever has alone time- she will be found walking by the seaside or drinking coffee in a favourite cafe.
